Dr. Robert Cosby is a licensed psychologist and forensic evaluator in Washington and Idaho.
He holds two master’s degrees and a doctorate in clinical psychology from Pacific University. His entire clinical training has been in the psycholegal arena in several correctional and forensic environments, including the Oregon State Hospital, Oregon Department of Corrections, Clark County Juvenile Detention Facility, and private practice forensic psychologists who specialized in federal and psychosexual evaluations. He completed his predoctoral internship at the Atascadero State Hospital and postdoctoral fellowship at the Northwest Forensic Institute.
Throughout his education, he received specialized training in a variety of criminal forensic evaluations, including competency to proceed, criminal responsibility, violence risk assessment, and sexual risk assessment.
In 2019, he began working in the public sector as a forensic psychologist at the Washington Office of Forensic Mental Health Services, where he conducts court-ordered evaluations and provides expert testimony across Washington State. With the Office of Forensic Mental Health Services he mentors and trains fellow evaluators, co-authored Washington State’s guidebook for competency to stand trial evaluations, and is the assistant director of the esteemed forensic postdoctoral fellowship program.
His private practice primarily focuses on federal and appellate legal issues that involve detailed testing, research, and consultation. In the private sector, Dr. Cosby often conducts evaluations or serves as a subject matter expert for competency, criminal responsibility, sentence mitigation, resentencing, psychosexual evaluation, and violence risk assessment.
He has been recognized as a mental health expert in federal districts across the country, including Washington, Idaho, Alabama, Hawaii, and Georgia.
