Dr. Robert Cosby is a licensed psychologist and forensic evaluator in Washington, Oregon, and Idaho.


He holds two master’s degrees and a doctorate in clinical psychology from Pacific University. His clinical training has been devoted entirely to the psycholegal arena and has encompassed a range of correctional and forensic settings, including the Oregon State Hospital, Oregon Department of Corrections, Clark County Juvenile Detention Facility, and private-practice settings with forensic psychologists specializing in federal and psychosexual evaluations. He completed his predoctoral internship at Atascadero State Hospital and his postdoctoral fellowship at the Northwest Forensic Institute.


Throughout his education and training, Dr. Cosby received specialized instruction and experience in a broad range of criminal forensic evaluations, including competency to stand trial, criminal responsibility, violence risk assessment, and sexual risk assessment.


In 2019, he began working in the public sector as a forensic psychologist with the Washington Office of Forensic Mental Health Services, where he conducts court-ordered evaluations and provides expert testimony throughout Washington State. Within the Office of Forensic Mental Health Services, he mentors and trains new evaluators, co-authored the revised Washington State Forensic Evaluation Report Guidelines: Competency to Stand Trial, and serves as assistant director of its esteemed forensic postdoctoral fellowship program.


His private practice primarily focuses on federal, appellate, and civil legal matters requiring detailed psychological testing, research, and consultation. In the private sector, Dr. Cosby frequently conducts evaluations or serves as a subject matter expert on matters involving competency, criminal responsibility, sentence mitigation, resentencing, psychosexual evaluation, and violence risk assessment. He is routinely retained by criminal defense attorneys, prosecutors, defense counsel, and plaintiffs’ counsel.


Dr. Cosby has been recognized as a mental health expert in federal courts in Washington, Idaho, Alabama, Hawaii, Georgia, and Guam. In the Eastern District of Washington and the District of Guam, he has also been appointed in several cases to serve as the federal court’s independent expert.
